The report indicates that a total of thirteen individuals were arrested during this period. Some of the reasons for these arrests include driving while intoxicated, driving while revoked, possession of a controlled substance, and various traffic violations.
Thomas J. Daugherty, 77, of Novinger, Missouri, was arrested on July 27, 2024, at 10:05 PM in Adair County. He was charged with driving while intoxicated. Daugherty was held at the Adair County Jail and subsequently released. The charges are accusations and not evidence of guilt; evidence must be presented in court.
Carla R. Sutter, 54, of Hannibal, Missouri, was arrested on July 28, 2024, at 1:11 AM in Marion County. She faced charges for driving while intoxicated. Sutter was held at the Marion County Sheriff’s Office and later released.
Randall L. Briscoe, 68, of Williamstown, Missouri, was taken into custody on July 29, 2024, at 10:43 PM in Lewis County. He was charged with driving while intoxicated and failing to maintain the right half of the roadway. Briscoe was held at the Lewis County Sheriff’s Department and then released.
Stanley J. Mallard, 46, of Columbia, Missouri, was arrested on July 29, 2024, at 10:51 PM in Randolph County. He was charged with felony driving while intoxicated as a persistent offender, driving while revoked, and speeding. Mallard was held at the Moberly Police Department and subsequently released.
Jeffery K. Dye, 22, of Lancaster, South Carolina, was arrested on July 30, 2024, at 2:12 PM in Ralls County. He faced charges for driving while revoked. Dye was released shortly after his arrest.
Jamielee A. Fratus, 43, of Mount Gilead, Ohio, was taken into custody on July 30, 2024, at 6:30 PM in Lewis County. She faced multiple charges, including driving while intoxicated, speeding, failure to maintain lane, failure to signal, no valid plates, no insurance, and failure to receive a certificate of ownership of the vehicle. Fratus was held at the Lewis County Jail and later released.
April D. Logan, 40, of Saint Joseph, Missouri, was arrested on July 27, 2024, at 7:36 PM in Buchanan County. She was charged with misdemeanor driving while intoxicated, failure to register a motor vehicle, operating a motor vehicle without a valid license, and a misdemeanor failure to appear warrant for stealing. Logan was held at the Buchanan County Law Enforcement Center on a 24-hour hold.
John D. Below, 56, of Papillion, Nebraska, was taken into custody on July 27, 2024, at 8:35 PM in Holt County. He was charged with misdemeanor driving while intoxicated and held at the Holt County Sheriff’s Department on a 24-hour hold.
Luis A. Hernandez Rico, 33, of Bethany, Missouri, was arrested on July 28, 2024, at 1:30 AM in Harrison County. He faced several charges, including misdemeanor driving while intoxicated, operating a motor vehicle on the highway without a valid license, failure to drive on the right half of the roadway, failure to signal, no insurance, and no seat belt. Hernandez Rico was held at the Harrison County Law Enforcement Center on a 12-hour hold.
Grant W. Mellon, 21, of Polo, Missouri, was taken into custody on July 28, 2024, at 7:23 AM in Livingston County. He was charged with driving while intoxicated (first offense), speeding, and no insurance. Mellon was held at the Chillicothe Police Department and later released.
Adum S. Wodede, 28, of Ankeny, Iowa, was arrested on July 28, 2024, at 6:21 PM in Clinton County. He was charged with driving while intoxicated with a person under 17 in the vehicle, careless and imprudent driving, and operating without a valid license. Wodede was held at the Clinton County Jail on a 24-hour hold.
Nicholas R. Mercer, 35, of Albany, Missouri, was taken into custody on July 30, 2024, at 7:07 PM in Harrison County. He faced charges of possession of a controlled substance (methamphetamine) and unlawful use of drug paraphernalia. Mercer was held at the Harrison County Law Enforcement Center on a 24-hour hold.
Charles A. Knight, 29, of Billings, Montana, was arrested on July 30, 2024, at 7:44 PM in Buchanan County. He faced charges of possession of a controlled substance (methamphetamine), unlawful use of drug paraphernalia, and speeding. Knight was held at the Buchanan County Law Enforcement Center on a 24-hour hold.
